Summary

A public service in England administered by a kaleidoscope of local agencies faced a forthcoming peak in retirements of its many hundreds of senior leaders, in the context of an inadequate supply of potential replacements.  A national agency was commissioned by Government to address the issue.  Faced with tight funding and a challenging timetable, the agencies called in WCG consultants who used PRINCE2 programme and project management techniques to plan, resource, progress-chase and deliver a pilot and later, national implementation of effective succession planning and retention activity, including a green-light Gateway review.  Key to the success of the project were a local focus on the identification of bottlenecks and the development of solutions owned at the operational level, real attention to the robustness of data, effective handling of national media activity, and  good inter-agency co-ordination.
