Outline
Based on United Nations (UN), NATO guidance and the consultant’s own experience, the presentation explores the nature of and process for establishing Memorandum of Understanding (MOU). It gives the UN definition of MOUs, distinguishes them from Treaties and explores whether they are treated as legally binding. The typical content of MOUs is described and sources for established wording is identified. It describes the process for negotiating, staffing and signing MOUs.
